When making decisions, governments can and should strive consciously to balance the demands of the present with the needs of future generations. Various advocates for greater governmental foresight have created new processes or institutions within existing systems of democratic government. These include long-range planning departments, futures commissions, impact statements on proposed legislation, environmental protection agencies, and formal technology assessment. But, much more remains to be done. Based on their extensive scholarly and practical experience, the contributors to this volume propose a (...) variety of techniques that will enable foresight to be effectively incorporated into governmental institutions and practices. Professor Flew has recently sought to demolish the philosophical pretensions of Marx and the Marxists by the use of Hume's Fork and Popper's demand for falsifiable consequences. Marx tried to derive matters of ‘fact and existence’ from ‘relations of ideas’, which Hume's Fork states to be impossible. From this and not from empirical study, he derived predictions for the future course of history which neither he nor his followers have ever properly tested by empirical enquiries. Nor have they ever provided (...) any clear, unambiguous and therefore testable formulations of those predictions. In particular, Flew claims, they have never given any concrete content to the central notion of ‘alienation’ such that an Index of Alienation could be drawn up and enquiries could be made as to whether, for example, the workers are more or less alienated under the private or public ownership of factories. Both faults stem from Marx's continuation of German, specifically Hegelian, philosophy. (shrink)

In his writings on teaching, Isreal Scheffler has argued for the close connection between teaching and reason, an argument which can be summarized by, Teaching is. . an initiation into open rational discussion. This essay examines Schefflier's thesis in the light of criticisms drawn from feminist writings on teaching. It is argued that Scheffler's thesis is consistent with a view of teaching in which it can be achieved through kindness, good example and the efficacy of unconscious imitation, characteristics of the (...) private, reproductive processes typical of women. It is then argued that Scheffler's concept of teaching is compatible with views of education that try to do justice to both reason and emotion, mind and feeling. (shrink)

This edited volume of original contributions deals with the economic and political thought of Michael Polanyi. Requiring little prior knowledge of Polanyi, this volume further develops a somewhat neglected side of Polanyi's work. In particular it examines the 'tacit integration', of subsidiary details into focal objects or actions as central to all knowing and action. It traces ontological counterparts in the structures of comprehensive entities and complex actions, and a multi-level universe in which lower levels have their boundary conditions, the (...) extents to which they apply, determined by those of the next higher level, whilst each possessing its own laws or operative principles. This schema of 'dual control' preserves the reality and relative autonomy of each level, and its interactions with others, against the various reductions. The essays in this volume also employ and develop important additional concepts and distinctions such as: 'corporate' and 'spontaneous' order; 'public' and 'private' liberties; 'general' and 'specific authority'; and 'moral inversion'; which, as the essays show, are necessary for understanding and maintaining a free society and the freedom of institutions within it. Among the topics treated with them are: more of the prerequisites of freedom in public liberties dedicated to principles and transcendent values; totalitarianism and society as spontaneous order; the balance of general and specific authority in society and particular institutions; reductionism, totalitarianism and consumption in consumer societies, as moral inversions; the mutual interactions of economics and politics as distinct and autonomous but interacting levels; the sociological aspects of economics; and Polanyi's own contributions to sociology. Although, as indicated, Polanyi has his special terms, the essays in this volume, like his works, give them meaning with concrete examples and so avoid merely shuffling a mass of abstractions. This new study of modern educational thought relates the selected thinkers and theories to a profound change in the way in which men have come to understand themselves and the world. The theories of Rousseau, Kant, Froebel, Hegel, Marx, Nietzsche contemporary English-speaking philosophers and schemes of education, Sartre, Helvetius and B.F. Skinner, are shown, in separate studies, to be variations upon the theme of man as a self-defining and self-legislating subject in a world that does nothing to present him with (...) any Law or Way. Education therefore becomes a problem, a matter of arbitrary selection of what the young are to be taught and to do. (shrink)

The subject attracted the notice of Lobeck, Pathoiogia, pp. 7 sq., Technologia, pp. 267 sq.; G. Meyer in Curtius' Studien V., p. 68; Stein in the introduction to his Herodotus, p. lx ; and the resultant list will be found in Kuhner-Blass I., pp. 501, 502.
